Abia State Governor, Alex Otti has scrapped the Abia State Estate Development Agency, ABSEDA.

This is as he also signed the Abia State Senior Citizens Bill into law, together with seventeen other laws.

The signing of the bills were performed by the Governor on Monday during an enlarged meeting of the executive council members and the leadership of the State’s House of Assembly.

Among the bills signed by Otti was Abia State Senior Citizens Law which is designed to provide care for Abia citizens who are sixty years of age and above.

Speaking while assenting to the bills, Governor Otti said that the new Laws aligned with the survey of the community and neighborhood development proposals, captured in his manifesto and the recommendations of the transition committee report of 2023 and thanked the lawmakers for providing strong support to the executive.

The Speaker, Abia State House of Assembly, Emmanuel Emeruwa described the bills as abstract but very impactful on the people, adding that some of them are amendments.

Some of the new laws include: Abia State Senior Citizens Law 2025, Abia State Road Maintenance Agency (repeal) law 2025, Abia State Estate Development Agency (Repeal) Law 2025, Abia State Orientation Agency (Amendment) Law 2025 among others.

Explaining the new Laws at Government House on Monday, the Attorney General and Commissioner for Justice, Ikechuckwu Uwanna said that some of the laws were amended by the Assembly, adding that it brought the total number of laws signed by the present and to 30.

Uwanna said that Abia State Estate Development Agency, ABSEDA was scrapped and moved under Abia State Ministry of Lands and Housing, adding that some of the affected government agencies would now report directly to Ministries, not to the office of the Governor.
