Ministers and Civil Servants To Sign Performance Contracts In South Sudan

SOUTH SUDAN- Government is planning to establish a policy whereby ministers and civil servants will be signing performance contract aimed at enhancing their performance in all government agencies.

This was disclosed yesterday in a statement released from the Office of the Vice President, Hon. James Wani Igga during an in-house meeting with the staff of Ministry of Public Service.

According to the release, the Vice President stated that the main objective of the performance contracts is to improve service delivery to the public by ensuring ministers and civil servants are accountable to members of the public adding that the system would come with sanctions and rewards.

He also disclosed that Ministers who score well in their contracts will be rewarded noting that the government will link rewards to measurable performance.

The Vice President said the Council of Ministers had agreed to adopt performance management throughout the government whereby Ministers will be required to sign one-year performance contracts based on projects derived from the mandates of their respective ministries.

The VP said Ministers would sign performance contracts on behalf of their ministries; undersecretaries would sign contracts with Ministers; Director Generals with Undersecretaries and staff with their supervisors all the way down to junior officers in the ministries.

He said there would be an evaluation of contracts on an annual basis to assess achievements and failures.
