The attempt of abolition Nigeria’s constitutional provision, which gives immunity to the president and state governors, failed when the Senate Conference Committee on Constitution Review voted for saving this clause.
At the National Conference it was recommended to remove immunity clause which states that the president, vice president, state governors and their deputies are protected from prosecution and investigation while they in office.
The House of Representatives with 252 out of 261 parliamentarians endorsed the constitutional amendment earlier this month. However, yesterday the Senate Conference Committee changed its decision and voted against constitutional correction.
It was also recommended to grant powers to override the president or the governor in an event of there being an impasse in which they refused to append or assent on any passed law.
Among new proposals of the committee is possibility to legislators to override the president or a governor in case if he refuses to assent a bill after 30 days of its passage. In addition to it the use of referendum for state creation was adopted.
Besides, committee included provisions for independent candidacy in elections, create the office of the auditor-general of local government and a State Local Government Service Commission.
It also made it mandatory for the president to attend a joint meeting of the National Assembly once a year to deliver a statement of the nation address.
