The Federal Capital Territory Administration (FCTA) is set to begin enforcement measures next week against those who have defaulted in paying Ground Rent, Land Use Change/Conversion charges, as well as outstanding Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) fees.
This was disclosed in a statement on Thursday by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Nyesom Wike.
Meanwhile, on May 26, 2025, following President Bola Ahmed Tinubu’s intervention, Wike granted a 14-day window for defaulters to settle their unpaid ground rent along with accumulated penalties.
Notices were equally issued on Monday, September 8, 2025, Tuesday, September 9, 2025, and Wednesday, September 10, 2025, in several national newspapers and online platforms regarding the updated Land Use/Purpose Clause for properties in the FCT, providing 30 days to pay a N5 million penalty for violations as well as other applicable charges for Land Use Change/Conversion.
Another announcement was published in national dailies, digital platforms, and broadcast on television and radio, offering defaulters of the land use/purpose clause in Asokoro, Maitama, Garki, and Wuse districts of the Federal Capital City (FCC) a final 14-day opportunity to meet the requirements for land use alteration and conversion.
The 14-day grace period for settling Ground Rent ended on June 9, 2025, over five months ago, while the extended 14-day deadline for compliance with the land use/purpose clause will lapse on Monday, November 24, 2025.
Consequently, the FCTA will, from Wednesday, November 26, 2025, commence enforcement actions on defaulters of Ground Rent payment and Land Use Change/Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills.
“The enforcement will also include all those who purchased properties from other people but are yet to register their interests by obtaining the mandatory Minister’s Consent and registering their Deeds of Assignment,” the statement said.
